Yea a good dmm ( digital multimeter ) is no joke the best way to diagnose weird electrical shit. And cars past 1990 basically do weird electrical shit.
O2 sensor wacked, coolant temp ( cts like Vosko said ), tps, maf, mas, cam sensors, crank sensors. all can be culprits for random drivability issues.
A loose crank pully bolt on a Toyota 4 runner ( v6 ) will make the crank pickup lose signal randomly and cause weird drivability issues.
I used to shoot flames when my o2 would faulter in my turbo civic back in the day, it was so sporadic it was a nightmare to try and DIY fix by part swapping.
Got a multimeter from an electronics store, previous year model for like $40.
Get one with a decent set of functions. Not just volts. Resistance, continuity, etc. helps alot.
You'll get it, just start checking things and making sure they are good.
So, if it's stock management, do you have a check engine light. Or did you pull the bulb?

Can you check for fault codes on the ecu? turn the screw and count the red blinking lights like on an s13sr/ka?
Pretty bad that i dont know because i too have an s15sr, my shit has just always ran perfectly. Sounds like some sensor though, if you can read codes in the ecu it should pinpoint which sensor is fucking with you.

My current s14 SR breaks up on top end under load and when free rev it hits "2 step" at 5800rpm... I gave up for now I've tried everything. Next is wiring...
